Phil is an attorney and entrepreneur with more than 25 years of experience in real estate. As legal counsel, Phil brings a pragmatic approach to the challenges faced by developers, property owners, and businesses in real estate development and transactional matters.
In addition to his practice at Impresa, Phil is a principal in Bello Realty Partners, a real estate firm focused on multifamily development opportunities in urban submarkets in Washington DC and Northern Virginia. He is also an attorney at Arlington Land Use Group.
Previously, Phil was General Counsel of Comstock Partners, a real estate development firm in Northern Virginia, and Partner in the Reed Smith law firm.
Phil was raised in Bethesda and attended Sidwell Friends School in Washington DC. He graduated from the University of Virginia and received his law degree from the Emory University. Phil lives in Arlington with his wife and three sons.
