Impresa Legal Attorney, Rich Kelsey, Weighs in on Governor’s Clemency for Former Fairfax Officer

Virginia Governor Glenn Youngkin recently granted clemency to former Fairfax County police sergeant Wesley Shifflett, who was convicted of reckless handling of a firearm after fatally shooting an unarmed man. Shifflett had been sentenced to three years in prison, but Youngkin called the sentence “unjust.”

Legal expert and attorney Rich Kelsey, who was featured on NPR discussing the case, supported the governor’s decision. Kelsey explained that while Shifflett was convicted of reckless handling of a firearm, he was acquitted of manslaughter, making the jail sentence unnecessary. Kelsey believes the outcome was just, given the circumstances surrounding the case.

The conviction remains in place for now, pending potential appeal.

Julie will dramatically strengthen Impresa’s Government Contracts and overall capabilities. She most recently served as Commissioner for the Federal Acquisition Service (federal organization of 3,500 staff and $18.8 billion budget) at the General Services Administration (GSA) and was responsible for serving federal agency customers with acquisition solutions.  Beyond the GSA, Julie has also served in the Department of Homeland Security as an Associate General Counsel for general law and the Department of Commerce as a Special Assistant to the Assistant Secretary for Export Administration. On the Hill side, Julie served as the Staff Director on the Government Operations Subcommittee of the House Oversight and Government Reform Committee, and as Senior Counsel on the Senate Homeland Security and Governmental Affairs Committee. Julie is also President of Dunne Strategic Solutions LLC, a federal strategy consulting firm and a Senior Advisor at the Chertoff Group.
