Impresa Legal Attorney, Rich Kelsey, Weighs in on Governor’s Clemency for Former Fairfax Officer

Virginia Governor Glenn Youngkin recently granted clemency to former Fairfax County police sergeant Wesley Shifflett, who was convicted of reckless handling of a firearm after fatally shooting an unarmed man. Shifflett had been sentenced to three years in prison, but Youngkin called the sentence “unjust.”

Legal expert and attorney Rich Kelsey, who was featured on NPR discussing the case, supported the governor’s decision. Kelsey explained that while Shifflett was convicted of reckless handling of a firearm, he was acquitted of manslaughter, making the jail sentence unnecessary. Kelsey believes the outcome was just, given the circumstances surrounding the case.

The conviction remains in place for now, pending potential appeal.

Established in 2022 by the Biden-Harris Administration, ARPA-H is a new federal agency that aims to advance high-potential, high-impact biomedical and health research that cannot be readily accomplished through traditional research or commercial activity. Every Cure, a nonprofit on a mission to save lives by repurposing existing medicines through the development of an AI-powered platform, called ML/AI-enabled Therapeutic Repurposing In eXtended uses (MATRIX). Using MATRIX, EveryCure hopes to develop an open-source drug repurposing database that will unlock the full potential of FDA-approved drugs to treat more diseases. With ARPA-H support, Every Cure will look across all FDA-approved drugs and all diseases simultaneously and then quantify the strength of those connections to find the most promising new treatments to help patients. The Impresa Legal Group is pleased to announce that Samuel (Sam) Jack has joined the firm as Counsel.  As a former U.S. Agency for International Development (USAID) attorney, he has a deep understanding of the issues facing clients working on international contracts and grants funded by the U.S. Government.  His extensive agency experience will also be a resource to clients involved with health care, technology, and transportation contracting.  While maintaining a separate practice with the Dempsey Law Firm in Wisconsin, Sam is a long-standing member of the public contracts community and has authored numerous scholarly articles on government contracting topics.  Sam bolsters Impresa’s acquisition and assistance overall and offers significant experience representing companies and organizations in the government contracting and international development communities.
